According to her, Article 6 of the Association Agreement between Ukraine and EU sets the task to transform the penitentiary service to a civilized institution that relies in its work on rule of law, UN and Council of Europe standards.
“Cooperation with European institutions in this project is very important for us. After all, it is about using the rehabilitation approach while carrying out criminal penalties according to European standards and improvement of procedures and practices of performing internal prison inspections, as well as the mechanism for consideration of prisoners’ appeals”, - emphasized Natalya Sevostyanova.
The “Further support of the penitentiary reform in Ukraine” project is designed for 3 years and provides change from punishable to rehabilitation approach in the Ukrainian penitentiary system. Its main goal is to strengthen observance of human rights and rule of law when it comes to treating prisoners and detainees in Ukraine.
We are also talking about bringing execution of sentences in form of detention to European standards and promoting modern approach to maintaining prisons; modern prison management methods and internal regulations, aimed at rehabilitation.
