“It is a rare case, when adopted bills concern every Ukrainian citizen personally. These 4 bills are the case when Verkhovna Rada adopted a decision, which concerns every Ukrainian citizen. 21 million Ukrainians annually address to justice authorities for services. They receive a lot of negativity – queues, bribery, corruption and bureaucracy. These bills provide the implementation of a complex reform in administrative services provision sector, as well as the introduction of a new approach in relations between public servants and citizens”, - stated the Minister of Justice of Ukraine Pavlo Petrenko.
The Minister pointed out that due to these bills, the Ministry of Justice is the first one, amongst other institutions, to renounces its powers and transfers them and the money to local levels.
“Our goal is to make the Ministry of Justice unattractive for corrupted individuals and attractive for citizens. These bills facilitate registration of property, business and acquiring appropriate documents about oneself. Due to these bills we are transferring 1 billion UAH to local governments – small towns, regions and communities that are in need of these funds. These bills finally provide demonopolization and debureaucratization of services. These bills ensure Ukrainian citizens’ change of attitude towards the government. And this is what real decentralization is all about”, - emphasized the Minister.
According to him, if MPs will support this legislative initiatives package in the second reading then in autumn community representatives, elected at local elections, will receive an effective mechanism to provide citizens with high quality and comfortable services without queues and bribes.
“By this vote, we have given real power, real responsibility and real money in order to improve services for Ukrainian citizens, renewed communities and local councils, elected by Ukrainian citizens this fall. With this solution every Ukrainian citizens will be able to register his/hers business, apartment or house within an hour and without paying 500 UAH bribe to “move forward” in queues”, - summarized Pavlo Petrenko.
In conclusion, the Minister of Justice expressed gratitude to the Head of the Parliament and coalition fractions’ MPs, who had jointly developed these bills.
