Pavlo Petrenko encouraged ukrainian mps to pass the bill that ensures decentralization and demonopolization in the state registration sector

“Ukrainian Parliament passes dozens, hundreds of bills. But very few of them are related to every Ukrainian citizen personally. So, when Ukrainian citizens watch our confrontations at the session hall on a particular bill they don’t understand why Ukrainian MPs are wasting their time, if they don’t vote for those positive changes that every Ukrainian citizen can already experience. Adoption of bills that provide decentralization and demonopolization of the state registration sector is necessary for our citizens. If they to be passed by the end of this session, Ukrainian citizens will experience those positive changes concerning their relations with public authorities starting from August”, - emphasized the Minsiter.

 

He reminded that these bills have been developed by the Ministry of Justice together with the coalition fractions and they are, no doubt, a result of a common vision of improvement of business climate in Ukraine, as well as on how real decentralization should look like.

 

Suggested innovations, provided by the bills, will ensure decentralization and demonopolization of services in business and property registration sector, as well as transfer of their functions to local governments and notaries.

 

“We are talking about decentralization and transfer of registration functions to local governments – to towns, villages and districts. Additionally we will ensure demonopolization of these services and their transfer to notaries”, - stated Pavlo Petrenko.

 

The Minister pointed out that the Ministry of Justice is the first public authority that renounces of its authority. He also stated that together with authority, local levels will receive funds that local governments should use to improve local communities’ quality of life.

 

As it has been stated earlier, with direct participation of the Ministry of Justice, the Government together with Parliamentary coalition fractions’ representatives has developed a package of bills to ensure decentralization and demonopolization of services, provided to citizens by the Government. Particularly it is about draft law №2983 “On state registration of legal entities, natural persons-entrepreneurs and public formations”, draft law №2982 “On state registration of rights to real estate and their encumbrances” and draft law №2891 “On amendments to the Budget Code of Ukraine (regarding financial provision of administrative services, provided by local governments)”.
